After paparazzo death, Justin Bieber speaks out about accident and hopes for changes.

LOS ANGELES, CALIFORNIAUNITED STATES (JANUARY 1, 2013) (REUTERS) - A celebrity photographer was struck and killed by a car on a Los Angeles highway on Tuesday (January 1) after snapping photographs of a Ferrari registered to pop starJustin Bieber, police said.

Bieber wasn't in his car, which had been pulled over by California Highway Patrol officers on Interstate 405 for suspected speeding, according to police.

Highway patrol officers saw the 29-year-old paparazzo, Chris Guerra, taking photographs of the scene and ordered him to return to his car for safety reasons.

The photographer, whose name was not released, refused to leave. After officers repeated their order, he was struck while trying to cross four lanes of traffic.

Justin Bieber has released a statement regarding the death of a photographer. He wrote that he hoped the tragedy would inspire legislation to "protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves."
